How to change default language in registration new forums?

I added to this directory /public_html/language/ru/ locale files with Russian and didn't make any changes in configuration. Now we can choose Russian , but by default it's English. What to do change default language to Russian? That be simply for users of the script.

and fast fix it, on my forum host

If a new software, would the customers of phpbbhs1 get the phpbbhs2 software without having to buy a new lisence?

All updates for current product line are free.
phpBB 3.1 looks like it will be new software no timetable if I plan to do it though.
