as we see the phpBB already say this is the Final RC if there is nothing critical.
I think better if phpBBhs start releasing the RC to their clients.
or at least say it betas.
this is better compared to the current version name alpha.
which most of the people think it is not ready.

In my humble opinion, its best to wait untill phpBB3 really does go live. There are preview versions available for now to test. Its best to launch your host with all features as opposed to a fragmented features list and there maybe security issues to look at and a general phpBBHS CMS review itself.
